STATEN ISLAND, N.Y. — Time is running out for individuals and families of loved ones who have been previously diagnosed with an illness related to the Sept. 11, 2001, attacks to file a claim through the 9/11 Victim Compensation Fund.

The “Never Forget the Heroes, James Zadroga, Ray Pfeifer, and Luis Alvarez Permanent Authorization of the September 11th Victim Compensation Fund (VCF) Act,” has been authorized to run until 2090, and works to provide monitoring and treatment to people with 9/11-related illnesses.

However, anybody who is certified by the WTC Health Program — which is a part of the VCF Permanent Authorization Act — before July 29, 2019 and anybody who needs to file a claim for an individual who suffered a death related to Sept. 11 before July 29, 2019 must do so within the next month.

There are two separate deadlines; a claim-filing deadline and a registration deadline.

Once certified by the WTC Health Program, individuals are required to register their claim with the VCF by July 29, 2021.

Known as a “look back window,” this upcoming deadline provides an opportunity for potentially-eligible people — those who did not know about the VCF program, did not know their condition was due to Sept. 11-related exposure or were unaware of the VCF’s 2020 extension — to file a claim.

Additionally, for individuals registering to file a claim for a person who is believed to have died of a Sept. 11-related physical health condition prior to July 29, 2019, registration with the VCF is required by July 29, 2021.

To be eligible for compensation from the VCF, an individual must be able to prove that they were present at one of the attack sites, in the exposure area, or along the routes of debris removal from the time of the attacks to May 30, 2002, and have a 9/11-related illness or injury certified by the World Trade Center (WTC) Health Program.

The WTC Health Program has linked 68 different types of cancer, as well as dozens of respiratory and gastrointestinal illnesses, to the toxins found in the exposure area following Sept. 11.

Officials define the exposure area as Manhattan below Canal Street from the Hudson River to East Broadway then north on East Broadway to Clinton Street where it runs east until the river. Workers at the Fresh Kills landfill may also be eligible for compensation.

The “Never Forget the Heroes, James Zadroga, Ray Pfeifer, and Luis Alvarez Permanent Authorization of the September 11th Victim Compensation Fund Act was signed into law by then-President Donald Trump in 2019.

The law fully financed and reauthorized the federal compensation fund supporting victims of the 9/11 terrorist attacks through 2090. A bill named for Zadroga that was signed into law by President Barack Obama in 2011 reestablished the VCF. Congress originally created the fund in 2001 following the attacks to help victims’ families. That initial version of the fund closed in 2003.

As of May 2021, 63,410 claims have been filed and over $8 billion in compensation payments have been made.

Additional information about the VCF can be found here.
